i went to the office, met the senior most guy, he looked at the bill and standardized it based on last 6 months usage.

in my case it wasn't data usage, apparently, there were some issues with the dias modem, which kept on activating the phone line due to the data voice filter not working, we were charged for 1lac 60 thousand odd calls, can you believe it.

my dad did ask me to pay the bill and inquired if i had dollars to settle the bill, once i was back - i bunked office for 2 days - the bill kinda scr3w3d me psychologically!!

Holy C#$p .that's one hell fo a bill.

Guess even the telecommuunications dept wont get such a bill i suppose.

I got a bill for 43k from hathway back in 98 or 99 i think. I said 1gb is way too less for a month, the marketing guy said no probs use it for a month as much as you want and you can decide next month. So i did, and got this bill. When disputing it, found out the marketing dude had left the company. They got my 5k deposit and i kept the cable modem...

same was the case with one of my friends.

got a bill of 15k.

did not pay up.

Ok they have Barred Outgoing calls & Internet Usage.

Who should i talk to at the MTNL Center?

Try to contact somebody from billing/accounts if it doesn't works then you may contact regional officer or higher authority directly.
Contacting other people will not make any sense, being govt. office you might endup from one officer to another so contacting directly to regional officer makes sense to me.
You can also shoot mail to higher authorities of MTNL. I will have to check if i still have it in my mailbox.
