Like Finale Notepad, MuseScore is a Windows app which lets you compose music by drawing notes and then subsequently editing them on-screen. You don't need any instruments attached to your computer, as everything is driven by the keyboard and mouse.
If you prefer the idea of connecting your instrument to the PC and playing straight into the computer, for subsequent editing, you'd be better off looking for a sequencer than a composition app.
While Finale Notepad is a cut-down "taster" version of a commercial product, MuseScore (www.musescore.org) is a free product in its own right. There is no commercial version, and therefore MuseScore has many more features than NotePad. As you can see from the screen shot below, there are many more notes and other musical notation elements that you can include.
