My AC Stabilizer is not working

My AC stabilizer is not working from one plug point in which power is available, but in the same room, from other plugs same AC stabilizer is working. Do you know what may be the reason?? Please help me......

Maybe Line and Neutral are reversed?

BTW how are you testing for power in that plug point?

Just with Tester, not with multi meter. Since the other plugs in the same room and house works well for the same stabilizer I thought the volt and amps must be same. Am I right?
