If you need to reduce the cost more then the only option is a 17" CRT monitor~3k(NEW) or a old one for 1.5-2k.
By this way you can bring down the cost to 13k.
 
Under that budget you can go for Atom also. Combo comes for 3K. But I wont recommend that. You can also go for AMD Sempron & VIA Chipset motherboard.
