Budget 31-40k need a rig specially for running pcsx2

This is for a friend.

My friend would like to buy a Laptop and that should/must be able to emulate PCSX2(playable) games at max speed with good amount of fps. He would also be playing PC games but PCSX2 is the top priority.

• What's your Budget? ( 40k )
• What will be your primary usage for the notebook be?
  

  • Gaming ie emulating console games especially PCSX2, STEAM games, PC games
  • Browsing
  • Download rig, 24x7 operation
  • Watching HD movies

• What size and weight considerations do you have? (Any)
• Any brand that you prefer, or any brand that you detest? (Any)
• Any other considerations? (better cooling, If it has the 2-3yr replacement thingy which dell gives then awesome), also

  We do not recommend the use of any laptop machines on the emulator unless otherwise mentioned above, if it supports SSE2 then it may work. if it does not have SSE2 then it is likely it will be extremely slow and have emulator compatibility problems.

• OS - Windows and Linux dualboot

Do let me know which would be the best config for him to buy.
