Budget 90k+ Need advice before buying a Used gpu and for a new pc build !

So i am building a new pc for the first time and before this i have never had a pc.

Pc will be used for ?
Main usage will be gaming (AAA titles at good 2k performance and multiplayer games like cod or valo) and maybe streaming also.

 What is your budget ?
90k-1 lakh max (excluding monitor and other peripherals)

Which hardware component looking to buy ?
Processor - decided to buy i5 13600k.
But confused between i5 13500 or i5 13600k
Motherboard - i have no proper information about this
But someone adviced me to get gigabyte b760M DS3H AX DDR4
So if someone can tell me any other better suggestion
Power supply - Gigabyte P850gm 850W 80+ gold ( but i heard that they have a risk of blowing up or something, is it true ? )
SSD - Kingston KC3000 1tb
Cabinet - nzxt h5 flow (white)
Ram - Corsair Vengeance 16x2 gb 3600mhz cl18 ddr4
Cooler - CM hyper 212 spectrum v3 argb

Graphics card -
Now coming to my second question that is about buying a used gpu.
I found a deal in fb marketplace , seller selling aorus rx6800xt 16gb master for around 35,000 and he has provided the pics and a benchmark video which i have attached . He gave me his number and told me that i can come and check the gpu before buying and in his marketplace page i saw him selling other gpu's too.


Now what is your opinion and suggestions about this and i want to know what are the things i should check when i go to him for checking the gpu personally
And i saw an offer for galax 3080 10 gb in techenclave , which one should i go for ?
i will actually prefer having a good gpu with atleast 12gb because i expect this build to be good for atleast next 3-4 years for me .

I would suggest 6800XT for 16Gb VRAM and pure rasterization power. Nvidia for RTX goodness but then 10Gb VRAM. you can also look for 3080Ti for around 50 to 55k for new I think.

I would like to have a 3080ti but a new one will completely disrupt my budget and If I'm lucky i hope i can get a good deal on a used 3080ti. And yes 10 gb ram i don't think will work well in upcoming years.
 
What resolution are you targeting? For 1440p, even an i5 12400 will deliver the same amount of frames as a 13600K or a 13500. But if you're looking into serious streaming, then you'd be much better off with the 13500.
GPU wise, RX 6800 XT may seem slower than the RTX 3080 in benchmarks. Not to mention that the 3080 has a much more efficient encoder (for streaming) and DLSS is still ahead of FSR. But the RX 6800 XT will age much better than the 3080. The trend of newer games being seriously unoptimised will bring the 3080 to its knees within the next year. General gaming experience and 1% lows will be much better on the RX 6800 XT.

For the motherboard, the MSI B660 will most likely need a BIOS update to support the 13500, so contact vendor about that. The WI FI variant costs about 2k more.
You can cheap out on the cooler if you want, if the build is only for gaming. A single tower cooler will suffice, also costs about 2k lesser.
To purchase the GPU, first thing you'll have to ask for is warranty. Do inspect the GPU as closely as you can, and take plenty of pics. Make sure that the PCIe connector has no damage, as with the display outputs. Ask the seller to stress test for extended periods of time (30 mins), and check temps after that. 80C is on the higher side for a well built card like the Aorus Master, but it happens. Edit- that cabinet wont fit the RX 6800 XT. Consider this instead- https://mdcomputers.in/deepcool-r-cc560-bknaa0-c-1.html. Also add a 3 fan pack for airflow.

whayever you do dont buy that gigabyte power suppply.
i would recommend you to go with corsair
Rmx series or coolermaster v2 v850W.
both are tier A psus and comes with 10 years of warranty.
