Need an app to make other apps stick on to the desktop

Well as the title goes [I really don't know what is the best way to explain this] I Need an app to make other apps stick on to the desktop. I use VLC mostly to watch videos, while doing that I also run parallel spreadsheets to do my work. But it is irritating to switch back to VLC whenever I close the spreadsheet.

Is there a free app to make VLC [or any other app] to stick on to the desktop without minimizing to the taskbar?
