PC Peripherals Need Config - Budget 40k

Hi Guys,
A friend of mine who is into animation wanted to a buy a PC. Could you guys suggest me a good config for a budget of 40k. Also he wants to go for a Intel since he is stuck with the same old notion that AMD heats up.
