Need help reg video convertion for mobile.

I want to convert videos to mp4 format for my 3.0 inch mobile.
what settings are recommended for good audio and video clarity.
frame rate:
Bitrate:
sample rate:
codec:
quality:
ect settings.
i don't have much idea reg these settings
also suggest nice freeware for that that is user friendly.
