Need help to build a broadband service provider

I want to build a broadband services provider like ALLIANCE BROADBAND, TIKONA BROADBAND........
In my town there were no such good broadband services but there were lots of people having computer & uses internet from mobile or DATA card.

So what's are the steps I have to take to build this for a good services. Budget is not a matter.

Please help as soon as possible.

you need license for isp.

thats first and you also need company paper work like official documents.
