Need help with tp link 3020

Hey guys
I have tp link 3020 and I want to use it with bsnl evdo using zte ac2766 dongle.
But dongle is not connecting to router. It always says identifying then connecting and then never connects.
I search on net and find that I have to add a bin file to work it but I didnt find .bin file anywhere on there official as well as on net.
So plz guys help.

Is your AC2766 unlocked?
