Need software to monitor and regulate internet usage

A colleague of mine needs a software that can do the following:

1. Alert the user after a specified period of time or at a specific time (by on screen display)

2. Create a log of how much time the PC has been switched on or connected to the net

3. Restrict adult sites from being accessed.

The software need not forcibly shut down net connection or something like that. It need not be hidden from view, 'coz he doesn't want to hide it from his kid. Instead he just wants the kid to realize how long he's been surfing so that he can voluntarily restrict the usage.

The only thing that struck my mind was NetNanny. But it is not freeware. So I need suggestions for any freeware that might serve the purpose. Also suggest some paid softwares, so that he can buy one if he really needs to.
 
U can also give a shot to Blue Coat's K-9 Web Protection kit. Its a good content filtering system that can efficiently block unwanted sites, although it ain't free.
