I think you are thinking of a 5.1. For that kind of music and the room you'll feel cheated without a sub, plus the smaller speakers that will fit into that budget will be seriously short at the low end.
Would suggest 2 decent speakers and a sub - There are good recommendations made by Chaos, greenhorn, Udit and others on specific brands. I would do a search on this board to avoid repeating the brandnames and model numbers.
A good sub should set you back upto about 17 or 18K, look for the better subs (at least 12", your room will need a big sub) from some of the smaller brands - Polk, Jamo and JBL come to mind but I haven't heard a sub in a long time.
PSB makes a very nice set of bookshelves for about 25K, I think it's called the B25 from the Image series. They will be fine if paired with a sub.
If you want pure stereo the task is more difficult. I use a pair of Sony SSK-90ED which are an amazing speaker for the price - but they're not sold in the country any more. Those need a big room, and really flex their muscles with a beefy amp and a nice space to their sides.
I know Polk makes the LSi9 which might just work in your room (but may not). Jamo also has a pair of small towers that are too small for that room.
Your second problem is the amp - you need pretty efficient speakers or it will run out of steam quickly.
What are the brands available in your part of the country? Klipsch has a pair of towers just above your budget which are efficient, forgotten specifically which one.
Yet another option is to take a pair of good towers from Sonodyne or Lithos and pair it with a good sub. I've heard the subs from both of them and the Sonodyne Roarr was pretty good - the Lithos wasn't bad, but I felt the 'power module' or that teeny little Pulz amp let it down. Or maybe it was a small room (Apologies to the owner, who might be reading this!).
