21-30k Need to upgrade an old C2D rig

A friend of mine wants to upgrade his old rig.

He already has a few recently-bought parts that can be re-used, but I'm not sure about the PSU (Antec VP450P).

Details below:
  1. What is your budget?
    • 20k, may extend a little, especially if the current PSU won't suffice.
    • I'm looking for multiple suggestions so I can help him decide if buying a new PSU is worth it.
  2. What is your existing hardware configuration (component name - component brand and model)
    • CPU, Motherboard, RAM - Don't remember, but too old to re-use
    • GPU - HD 7790
    • Monitor - Generic 20" LCD
    • PSU - Antec VP450P
    • Case - Antec V1/X1
    • Two HDDs
    • Two ODDs
  3. Which hardware will you be keeping (component name - component brand and model)
    • Monitor
    • GPU
    • PSU, if possible
  4. Which hardware component are you looking to buy (component name). If you have already decided on a configuration then please mention the (component brand and model) as well, this will help us in fine tuning your requirement.
    • CPU - Would prefer an i5 over an AMD CPU if possible, for bragging rights and power efficiency, especially if it allows him to keep the current PSU.
    • Motherboard
    • RAM - 4 GB for now, will probably upgrade later
    • PSU, if needed
  5. Is this going to be your final configuration or you would be adding/upgrading a component in near future. If yes then please mention when and which component
    • Probably not, but if a new PSU is suggested, a little headroom for upgrades would be nice
  6. Where will you buy this hardware? (Online/City/TE Dealer)
    • Bangalore
    • Open to online purchase
  7. Would you consider buying a second hand hardware from the TE market
    • No
  8. What is your intended use for this PC/hardware
    • Gaming
    • Browsing

  10. If you will be playing games then which type of games will you be playing?
    • Not sure, generally all kinds
  11. What is your preferred monitor resolution for gaming and normal usage
    1. Gaming - 1600x900
    2. Desktop - 1600x900
  12. Are you looking to overclock?
    • No
  13. Which operating system do you intend to use with this configuration?
    • Windows 7 64-bit
    • Windows 8/8.1 64-bit
This PC will mainly be used for gaming, and performance is pretty much the only important factor.

Is there much of a difference between the B85M motherboards available from various manufacturers?
