[network] Looking for a software ....

im currently living in a flat sharing with 6 others. soons all of them would be getting computers and we have a 256kbps cable and im the server.

i want a (list of) software(s) with which:
1) i can monitor the network.
2) setup conditions like allocating bandwidth to computers. should have lots of options and i should be able to implement conditions in my imagination.
3) can i get something with integrated firewall and av (kerio? checkpoint?)

LINUX with SQUID (world's most advance Proxy Server) and EtherApe (Monitor)
 
Well to monitor your network you can use software like Ethereal/Bigbrother/Nettools (check out the sysinternal website you will find lot of handy tools there) and i would also like you to go through windows patch management system(check out microsoft site for details).

Bandwidht allocation i am not sure is there any free alternative unless and until your good in linux then you can use Squid(its the best available out there).Since you need lot of options in a porxy server, i think you will need to go for commercial options like Cyberroam which has all the options to play with your imagination.

For Firewall, if its linux box you have iptables build in and if your windows the best option is Zonealarm(it is not for enterprise)
