My primary machine has gone kaput and want to assemble new one. It will be a all purpose machine and used by everyone in house. I havent checked out local bangalore market but Snapdeal has 7% off going on right now which gives atleast 2-3k off on total components.

Good build posted above by vyral, the only thing i would suggest is to get the seasonic s12 430w psu (its about 1k less) since you won't be overclocking or putting in a high end gpu.
The extra money saved can be spent towards a better gpu like the r7 260x or 750ti both of which are quite faster than the r7 250.
thank you for the suggestion guys. I really like the cabinet nothing like that with cooler master or nzt in that price bracket. but why lower the PSU ?? I have always seen here that PSU should be 10-15 % more than the rated usuage. I was more inclined to go for 620. how long do you guys think this build will last ?
Your max. power usage will top out at ~300 watts even with the gpu that's why a 520w psu is slight overkill.
If you plan on upping your gpu to a high-end one (usually ones' costing 15k+) then the 520w psu would be the obvious choice, outside of that scenario it would just be extra money for power headroom you won't be using.
