New PC for 35-40k

A friend of mine needs a new PC. His budget is around 35k-40k;
Processor=AMD/Intel Quad.
Ram=4GB DDR3
Motherboard=Whichever is best;
Graphics=GTX 260(or whatever is best)
PSU=A good one
Monitor=17" to 20" (cheap one)
Cabinet=CM 390
please advise soon.

if you want psu then apc 650va@2.7k would do the job nicely

p.s. you wanted corsair vx450

but cx400 will handle the setup without sweat

but since the vx450 is only 1k more than cx400

and has 5 year warranty over cx400's 3 year,

it's your call in the end
