Well since you not have mentioned Indian brands i would suggest you can look for Xolo 3000 / 2000 Your Choice is also Nice Sony has some good build mobiles but lil over priced , since lumia is ruled out then under 20k

HTC One X+ is available at around 19k from ebay and it would meet the specified requirements. Only drawback is that HTC will no longer provide update for this phone. However KitKat from XDA is under development (presently in nightly).
