Ny better way to convert video

I just downloaded a video and found out that the frame rate is 50 fps. I tried converting its to 25 fps using magic video converter but the video seems distorted and full of lines.Can anyone explain me the steps required in converting the video smoothly to 25 fps

Any suggestion would be greatly appreciated

The problem definitely is with the converter.

There's one video converter called as 'SUPER' maybe you should try that out!

If it's an avi, use virtual dub and do a quick re-compress

After a lot of searching i found the tool avisynth thnx guys
BTW one question is bugging me,i might sound silly here. The video was captured from tv i wanna know how come the video is in 50 fps when NTSC=30/23 and PAL =25 FPS:S
