If you want Office 2013 Home and Student edition or even the Home and Business edition - you are bang out of luck.
You can try to get a Office 365 Home Premium and share - it costs 4K for 5 users.

BTW if you think you can buy someone else's software license and it will be transferred to you or your copy will become legal thats not true.
The license does not belong to you unless you have bought it as the first owner.

VL for Office 2013 is about 18K + taxes at the moment.
On a side note, if you look at Paytm and eBay, you will find sellers who are selling Windows/Office for cheap - the keyword here is preactivated DVD
In short, get Office 365 Home Premium and share it. It may be a violation of ToS - I cannot say, but it fits your budget for sure.

long story short if you want it to be legal then none of the options you tried above will work.
VL license works in a very diff manner.
You can google it. Any particular reason you are stuck on 2013 version ? coz I believe you might have a better chance to get the office 365 at a discount (student) rather than the old versions.
You need to add more here as to why you want the license and why only 2013. If you are using it for ANY commercial purpose then things get even more expensive (as in you cannot use trial/student versions here).
