1. AMD recommends a 750W minimum Psu, should i get 850W for a lil headroom.
2. Any good brands here with service center located in india is a must given the long warranties these come with.
3. I'm on AM4 platform currently (5600X) should i get a Pcie 5.0 power supply ?
any websites to shop or shop at bangalore local.

If you going to go with RTX5080s or 4080s then you need 850watt PSU or else if you are going to go with RX9070XTs in future then you need just 750watt PSU.
I suggest you either go with MSI MAG A750GL or MSI MAG A850GL Gold Fully Modular PSUs.
Then in Deepcool you can go with Deepcool PM750D or PM850D Gold Fully Modular PSUs.
MSI PSUs are ATX 3.0 ones while Deepcool are ATX3.1 ones. Both have support for newer RTX40xx and RTX50xx GPUs along with RDNA4 AMD newer GPUs.
Don't go with Cooler master MWE V3 PSUs at all. Okay. The newer V3 ones could not pass some tests as shown in the PSU tier list 2025. Okay.

Yeah tbf 800w ones would also work anything above or around 750w would definitely be fine as the minimum reccomended counts for the spikes and maximum load besides the tdp

if one time purchase then get 1000W one else 750W is also sufficient.

which PSU tier list are your refering to ?

750W is enough - MSI A750GL for a good one

My 7900GRE OC (295W) + i5 12400 rig draws like 450W from wall while gaming (have a device to measure power draw).

If you want Gold rated SMPS then this Cooler Master MWE 750 V2 750watts Gold Modular @ ₹8.5k Link:https://computechstore.in/product/cooler-master-mwe-750-v2-gold-smps/
If you want Bronze rates SMPS then this Cooler Master MWE 750 V2 750watts Bronze non Modular @ ₹6.3k

It's a good PSU but its on older ATX 2.xx standards as seen on the PSU tier list excel sheet. The older standards aren't able to handle transient power spikes that appear on modern GPUs. If you go ahead with that forget future-proofing you aren't even buying a PSU that's able to fulfill current requirements. Also it's rated B+ but I don't believe there is much difference between plus and minus rating, so you can get PSUs that are rated B without sacrificing much. Snippet from the sheet "A minus (-) grade indicates units that have minor issues or demerits, but which are not serious enough to drop it a full letter grade".

As for options there are 3 PSUs that I know of which are good and future-proof.
1. MSI MAG A750GL PCIE5 ATX 3.0 80 Plus Gold Modular
2. THERMALTAKE TOUGHPOWER GF A3 750W 80+ GOLD PCIE GEN5 ATX 3.0 FULLY MODULAR
3. Super Flower Leadex III Gold 750 Watt

MSI and Thermaltake are priced similarily and rated B while Super Flower is rated A but is currently out of stock, priced slightly higher and could have potential warranty issues(?).
My advice would to get a 850W PSU as the price difference between 750W and 850W isn't a lot. You can get from shops listed here: https://pcpricetracker.in/

It's better to go with MSI A750GL 750watt Gold Fully Modular ATX3.0 pcie gen5.0 compliant from here https://computechstore.in/product/msi-mag-mag-a750gl-pcie5/ @ ₹7.5k

TLDR: It doesn't matter much which one you get. Also there are many ATX 3.0 PSUs that are ATX 3.1 compatible (they pass all the tests for ATX 3.1 standards)
Infact, to increase power efficiency ATX 3.1 has lower hold-up time which is bad for those running their system on Inverter + Battery setup (Doesn't matter for UPS as they have 1ms switch over time)
Switch over time needs to be less than hold up time for PC to stay awake during power cuts.
