Oracle Applications: Debug option disabled, How do i enable it ?

I want to debug the form "Pricing and Availability" under the OM Super User responsibility. I navigated to the form and opened it. Then i clicked on Tools menu. But here the DEBUG option (with a small square check box along side) is disabled. I want this to be enabled for me. Please suggest.
