Orange box CD key already in use!

Why dont u go back to the place from where u got this and tell those guys to give you a replacement. 
They shud give u a new box , as its there responsibility.
Also why dont u have a bill , if it’s a genuine buy.

Wow! That's never happened to me. In my case, the box only came with a single DVD(The second one at that) which is confusing because the outside box says 1 DVD while the inside box said 2. Given this, the store simply told me to register my complaint with the distributor(wcdrom) here in India and after doing so, they were very helpful and couriered me a fresh new copy within 2 days.
I guess they also screwed up in other ways.

go to the dealer u got the game from and from now on please remember to get ask for a bill for any kinda game you buy. cuz it helps out in any case if its a genuine buy

If your CD Key fits one of these patterns, please see the Contacting VALVe Billing and Support article for instructions to create a support case to provide the following materials:
* A scan or digital photo of the CD Key with the words Reset To and your Steam account username written in permanent ink on the reference card or sticker (without obscuring the CD Key)
* A scan or digital photo of your retail purchase receipt (game must have been purchased within the last 90 days - we do not accept receipts from auction sites or in cases in which the game has been resold by another individual)
* The Steam account username you would like the CD Key moved to

Go to the dealer and tell him this. If this doesnt work out then call wcdrom, tell him that this is the issue, tell him where you bought it from. He will ask you for the serial code and the product serial code number. The next day, you should get a new one. I had this problem with the orange box's cd. I called them during the evening time and they shipped me a new set next afternoon.

Check if the discs work. It could it be a box some joker returned because the discs didn't work but decided to use the key anyway.... Ask the shop for a replacement, if they don't agree then contact WWCDROM and then Valve.
