Package stolen in post :-/

In my case I didn't receive 1 item and seller was from HK. He immediately provided full refund when I contacted him/her (after ~1 month). But apart from that, I have received everything that I ordered so far.
 
The seller is great & has agreed to reship. However I don't see any point in sending again via normal post, so I said him I am ready to bear extra charges for registered post. He said it'd cost 4 USD.

It will registered post + tracking no. Just for tracking no. it is 2 USD.

1. So I am going with registered post. This time I will surely receive it right ?

2. But seller this time asking me to pay via paypal directly. No ebay involved. Am I safe ? Say, if it gets stolen again, can I open a dispute ?

You'll get the item through registered post since it is traceable. Do not leave feedback for your original deal till you receive the replacement. In that way you'll be able to open a dispute in case you do not receive the item. The seller will not mess up to earn a negative feedback for a few dollars if he really means to do business !!

but my question is, is it safe to pay via paypal outside ebay ? Say, if seller cheats me & never ships the item. Then ? and also he might open a dispute in ebay forums for leaving -ve feedback after a long time ?

I don't think seller could cheat me, but I just want to be safe side.

Same with My android figurine :@ DE reshipped it and i finally received it after 60 days

@OP If U trust the seller then go for it,but keep in mind that what you dread can also happen

So how shall I play safe ? When I asked him to list on ebay he is saying that will cost him ebay listing fees
 
Even I lost few items purchased from ebay.com & dx, and shipped through normal post.. although all of them were low valued items, hence I didn't find chasing people worthwhile..

If you have not seen the long thread created when a guy over here had bough from ebay india outside paisapay and he was sent a china handset , luckily the issue got resolved i would not advise taking such a risk if the item is worth the extra bucks.
