packet generator required

i needed a packet generator software, for a network characteriser we're working on...and a packet viewer software tool tool.Something with a GUI would be useful. Planning to encapsulate audio/video data...

Get "IP Tools" from here for packet sniffing.
But I dont know any packet generater. And even Im looking for that.
