Yep, that's the issue.
In PayPal's books, the account is still not considered to be in good standing. For eg you won't be able to link the account to eBay and even HopShopGo won't allow you to use their service with that account. So its better to just give some bank details/purpose code so that the account is in good standing and verified.

Hmm, Paypal is refusing to accept my Bank of India debit card. I'm pretty sure calling BOI up and asking about this would be futile.

Majority of the Indian Debit cards do NOT work with PayPal, and as you said there is no point in calling them.
AFAIK only non-maestro debit cards from ICICI Bank, Axis Bank, Indian Bank (MasterCard) work with PayPal.
Maestro Cards are not supported by Paypal you need either a Visa or MasterCard.. As far as I know all credit cards work with Paypal..
