I have a Paypal account and was using VCCs created from HDFC Netsafe to make payments.

I wanted to make a payment and was getting a weird issue. I wasn't able to change the credit card to be used while making the payment.

So I deleted all the cards that I had added to my Paypal, including the one I had verified. So added a new one and completed the verification process too. Now the problem I have is Paypal isn't allowing me payments above $94.

If I try to send a payment of value bigger than $95, I get an error saying

Sorry, we can't complete this transaction right now. Please finish the card confirmation process first, then try this payment again.

The card is verified but still I get this error message. I added another card and verified that one as well, but still the same error.

Anyone has had such issues? I believe credit card verification is instant right? It's been more than 24 hours. My account still shows as verified and no limits at all. But while making the payment, I get an error.
 
Not sure what's wrong. maybe you can try calling them. Use Skype or the Gmail Call Phone option, its toll free - 1-888-221-1161
 
Yeah I waited for a couple of days to see if the problem got sorted out by itself.

I finally mailed them today and got a reply too. They say a couple of transactions were declined because of Paypal security and stuff.

Anyways, the bottom line is that my Paypal account isn't limited by them and is in good standing. I removed and added a few cards and then tried to send payments many times in the past few days. So Paypal's security model declined my later payments. I'll try again in few days with another card and see what happens. Hopefully won't have any problems.

Using VCCs with Paypal is such a mess.

Faced same problem with HDFC Netsafe while making payment for past 2 months.The transactions was however completed using a Citibank Credit Card.

I tried calling paypal,they said they are not accepting Prepaid card anymore.
 
Does Paypal support adding funds to its account from Indian CC to purchase stuff from abroad ?? and Can we add friends CC if one doesn't have CC of his own ?? My friend wanted to do a transaction using my account and his CC ...

I don't think so. It is definitely an option but not necessary. I had confirmed my account with another card and am using a new card to make payments.

There is no option of *adding* funds. It will automatically charge the credit card added to the account when making a payment. No you can't.

Yeah I know, that's what I was doing until now. But I'm having troubles this time. I suppose it's the VCCs.

EDIT: As suspected, it was a problem with VCCs I suppose. I just linked and confirmed my dad's CC to my account. (After a lot of pestering)

But now I'm getting a new error which is even more frustrating.

It says I have to add a bank account. I already have one linked since a long time! Plus it won't allow me to remove it because it is the 'autowithdrawal account'. So I can't even remove and add the same account.

I don't have any other bank account to use.
 
Guys sorry for this bump. But I need to set up a PayPal account for 'output' only. I will need to pay a portal on a monthly basis in $$. Reading this, I understood that a debit card cannot be linked. So the only option is to link a CC. I have a VISA one. Some questions:

1. Is this option safe, to link a CC.

2. Will I need to link a bank account.

3. How long does it take for instant transfers.

4. What processing charges on 'output'. So if I want the recepient to get $15.00, how much should I fire on the portal so the person gets the full $15.00 What will be the surcharge.

Again, asking, is this safe. Since my CC is exposed to a high credit limit. Around 7L. I do not want to lower this.

4) Don't know about the charges, I don't think they charge any such thing or so, they charge over currency conversion only.

Okay...how will I get the purpose code. I ask my bank for it...?

^ For outgoing payments, the purpose code doesn't matter. Just select any random category from the list.

Regarding #4, yes the recipient will be charged $0.3 plus 3.4-3.9%. Use the reverse calculator at http://ppcalc.com/ to find out the exact amount. The exchange rate applied for conversion of INR <-> USD while making the payment will be slightly marked up too (2.5%) than the market rates
