Paypal issue : Can this be the solution??

actully i dont have a credit/debit card. All the money in my paypal account is standing amount.
My brother lives in USA , so if i ask my brother to make a paypal ID from USA and if i transfer all my funds in that US based ID, will i be saved from that new indian govt. policy for paypal users??

Nope, I don't think so.

AFAIK Indians can't send payments from their paypal account. They can only receive. Onwards of March 1, that is. I could be wrong, but this is what I think that I have read. I am not sure whether only shopping isn't allowed or sending payments isn't allowed two, because only shopping not been allowed is really difficult for them to implement. So I guess, you can't send payments from your paypal account.
 
Yes you can do that but as Metalspree said don't use the account from India, as they will certainly limit the account if they find too much activity from India. You will have to ask your brother to make payments himself.

Also use Paypal's MassPay option to transfer the money otherwise you will lose a lot of money as Paypal Fees.

@rite : I think the OP wants to move the funds before March 1st to so that he can keep his Paypal balances.
 
I just now asked my brother to create a gmail ID and an paypal account from USA and so he did...Now i can easily login that US account from India...

The thing i am thinking of doing is that i will use that USA paypal account to keep the standby money and if i buy some goods from ebay international then i will just transfer that amount to my paypal india ID and use the money....

Just tried to send 1$ to that US ID and WTF....i recieved only 66 cents....how to reduce this cost??

What to do to recieve maximum amount of money and how much %age is deducted when i send payment to US and vice versa??

As major9 said, Yuva card used to work earlier, but now it doesn't seem to be working.

But I would suggest using Paypal's MassPay feature, the maximum fee per transaction will be only 1 USD.
