If we leave out some amount for a 22"/24" full HD monitor, we are left with 29K-32K approx.

i3 530 processor - 5.2K approx

ASUS P7H55 motherboard- 5.5K approx (ATX, very good features; or P7H55/USB3 if you want USB3.0 too)

2x2GB DDR3 1333Mhz/1600Mhz RAM - 4K-4.5K approx

HD5770 gfx card - 8.5K-9K approx (or GTS450)

1TB 7200.12 Seagate HDD - 2.9K-3K approx

Corsair CX400 - 2.5K-2.7K approx

NZXT Gamma case - 2.1K approx/CM Elite 430 - 2.8K approx (if one wants windowed panel)

If u want the i-5 750/ i-5 760 or the i-7 8xx then u need to use a GPU.
The LGA-1156 socket based mobos and LGA-1366 based intel mobos dont have IGP in them (H-55,H-57,P-55, X-58)
Instead the i-3 5xx and i-5 6xx dual cores which are based on newer 32nm fab has a graphic core in the CPU itself. The H-55 and H-57 just lets u use this graphics core.
So if u are looking to buy a i-5 750 u need to get a discrete GPU to connect ur monitor .

Most of the Intel Original mobos are a piece of Cr@p. Companies like Gigabyte and Asus offer much more features at the same price points.
*Eventhough the H-55 mobos having a HDMI/DVI/VGA ports u need to use a i-3 5xx series proccy/ i-5 6xx dual core series to make use of them. So u need a discrete GPU. The HD4670 is powerful enough for the needs u have mentioned :)

Also for eg. the Gigabyte mobo uses all solid capcitors which has longer life span and results in better voltage regualtion whereas the Intel H55 mobo in this price range uses electrolytic caps which is inferior.
