Pc doesn't boot / sleep / shut down

Off late i am having issues with my pc, it does not shut down (restart even if shut down from windows), does not go to sleep, and if i power off the psu, it will not boot up again unless cmos is reset.

Mobob: asus m5a88-m
Cpu : phenom ii x2 b560
Ram : corsair vengeance 16gb ddr3
Psu corsair cx430 ( 1 year old)

Any idea what should i be checking to narrow down

Recently added pci express card for port expansion ( usb 3.0 + usb c type) in pci-e 1x slot, that takes power from sata power cable from psu.
 
Get another CMOS Battery. But usually that is required if the BIOS is not holding time.
 
You should first check event viewer. I'm sure a clear reason should be mentioned in the logs.
 
The pc will shut down if power button is kept pressed for 2 3 seconds.
I removed the pci card and shutdown notmally from winndows, and it remains shut down. Restarted it and put on sleep, it won't wake up from sleep.

Reinstalled the pci e card in pciexslot 1, blank screen, had to press power button for 2 3 seconds to shut it down.
Restarted again , single beep, bios post screen comes up and booted into windows.

Its the pci e card
