Go for a Zebronics Bijli Cabinet+SMPS bundle instead of the Gigabyte 460W. That should be about 1.5k in lieu of 2.2k.
DDR3 RAM costs almost the same as DDR2 so it makes sense to go with DDR3 as that's what the newer, better motherboards out there support.
Get the Benq G2020 monitor, should be a bit above 6k.
You should be left with ~3k or so from your 25k budget. Buy a set of Creative SBS 2.1 and a UPS of your choice that fits.

Check for Biostar boards with 785G chipsets. you may get for inside 4.5k.

4k: Biostar TA785G3 ? Lynx - The Audio , Electronics & Computer Online Superstore In India
4.5k approx: Biostar TA785G3 HD ? Lynx - The Audio , Electronics & Computer Online Superstore In India

DDR2 is cheaper but while DDR3 prices are coming down, DDR2 is slowly disappearing from mainstream which means that future DDR2 price will be higher and DDR3 will be much cheaper.

if you want DDR2 based board, check Gigabyte GA-MA78GMUS2H (4.5k) or Biostar A785GE (3.5k approx)

My gut feeling always tells me to go for Gigabyte (better reliability, better support).

Gigabyte MA-74GMT-S2 mobo is a 740G+SB710 DDRIII mobo. It was available with TheITWares Rahul. Chk with him. Its a bit more than budget. Skimp on the speakers and go for a 2.0 Creative ~ Rs.400 if on a tight budget.

Also these are mumbai prices. So add Rs.500-800 for shipping. Get the UPS and Cabby locally and monitor locally and other stuff online from TE or other sites as it availability and costs may be an issue at your place.

Intel Proccy config under your budget isn't ideal. AMD config suggested here are sufficient for your use and well under your budget.

Does he really need 2 GB of ram? I think he'd be fine with 1 GB.. given he uses XP as OS. (Just to cut corners in the cost)

In which case, he should have typed my instead of ma. How hard is that? :\

Effects of social networking sites and chats i guess.

If adamant on Intel go for Gaurish's config.
But get this motherboard Intel DH55TC~5.1k as it keeps the cost down to ~27.5-28k. But then you cant expect any great gaming experience from the IGP.

But this is just another option if your cousin is adamant on Intel and dont want AMD but could not extend his budget

Intel E5400 ~ 2.9k
Gigabyte G31ME-S2L/G41ME-S2L ~ 2.3-2.4k (DDRII based)/ Gigabyte G41MT-ES2L ~ 3k(DDRIII based)
2GB DDRII Kingston 800MHz RAM ~ 2.6k

As the proccy+mobo price is low this combo too lets you add a GPU for gaming.

@Gaurish
Change the CPU to a Pentium G6950(~4k?) and the motherboard to the H55M UD2(better choice for 6k) or the Intel H55(cheaper choice for ~5k) as suggested by DarkAngel and you just about fit your config. into OP's budget, making it a viable option IF his mom/cousin is not interested in gaming.

@DA/Gaurish
Shouldn't the Corsair DDR3 RAM in your configs. be 1333Mhz?

Awesome suggestions all round though! TS couldn't have asked for better.
EDIT: Cannot rep. you Dark, need to spread. : |
