Budget 31-40k PC for photo editing and gaming

While surfing net, the CoolerMaster (Real Power Pro 460W) power supply of my 5 year old PC blew up. Don't know what other components have damaged. So, I think it is time to buy a new PC all together.

Purpose: Photo editing, light gaming as I haven't played a game in a long while (4+ years), watching movies.

Budget is 35K including Windows OS. Have been using AMD proc for 10+ years and have used NVidia as well as ATI gfx cards.
