CPU/Mobo PC randomly restarts into boot loop

Yesterday i was chatting with my friend on Dota 2 and my PC shutdown out of the blue and went into a boot loop
it restarts randomly,sometimes before POST,sometimes at the BIOS Splash screen,sometimes in the BIOS,sometimes after the OS boots(Windows,Ubuntu,ubuntu live ) at best it never stays on for more than 3 minutes.
CPU temps are normal ranging from 30-40C,so i doubt it is because of overheating
I have tried the following troubleshooting techniques
  • booted with one stick of RAM each
  • booted without GPU
  • booted without any of the drives
  • reset CMOS using its jumper
  • took out the CMOS battery for a while and then plugged it in
  • booted without the CMOS battery
i have also not done any Overclocking or XMP profiles.
the PC is ~3 years old more or less.

  • i5 4690K w/ CM Hyper 212 Turbo cooler
  • corsair vengeance 2x4GB DDR3 RAM
  • Asus Z97 Pro gamer motherboard
  • MSI GTX 970 Gaming 4G gfx card
  • Plextor M5 128GB ssd,WD 1TB Blue HDD,WD 500GB 2'5" HDD
  • Seasonic M12II 620w power supply
at this point i still havent reseated the CPU or used a different power supply(because i dont have one)
 
I have reset the cmos jumper,still no difference
today i breadboarded the system too(cpu,cooler,mobo,psu and 4GB Corsair ram only,again no difference)
bump.
is my mobo dead?
