Budget 0-20k PC System without monitor for Video Chatting - budget as LOW

I need to buy a PC System without monitor for my mother for online Video Chatting with relatives.

I have a Videocon LCD TV 19" with HDMI. Planning to use this as monitor.

But not sure will using the TV as Monitor will have any harmful effects on eyes?? PLEASE COMMENT.

BUDGET: as low as possible.

@alive hunter I really don't see any harm in using the TV as a monitor.

You can go for the following configuration --
Intel Core i3 3220 ~7000/- OR Intel Pentium G630 ~3500/-
GIGABYTE-B75M-D3H ~4500/-
Corsair ValueRAM 4GB x1 1333MHz ~1100/- (get another module later)
Seagate Barracuda 7200.12 500GB ~3000/-
Local cabinet of your choice (minus SMPS) ~1000/- OR Cooler Master eLite 311 ~2000/-
FSP Saga II 400W ~2200/- OR Corsair CX v2450W ~2700/-

An AMD RIG that might suit you will be --

AMD E-350 fusion motherboard + processor ~5000/-
Cooler Master eLite 361 ~3000/-
[rest all same as Intel configuration]

Is VoIP / video chatting the only purpose for the machine OR will it be used for other workings?

2 Gb DDR3 RAM Rs 650
Toshiba 320GB Internal HDD(MQ01ABD032) Rs 2700
iball cabinet with PSU Rs 1400
Webcam - logitech Rs 750

I am plaining to install Win7 on this system. Is 2 Gb ram sufficient ?

Pls give ur suggestion n inputs. Planning to place the order today afternoon.

You'd get 4GB ram minimum,That way everything will run smooth.Also try getting good psu like FSP SAGAII 400W-1.8k it'd better for you in long term.

Intel G530(2.4GHz, 2 Cores, SB) for ~ 2.25k (available in flipkart)
Pretty similar to the G645 but with lesser clock speed and cache. Instead used the cash to get 4GB RAM. Its pretty cheap @ 1.15k.
 
hmm...
changed my mind... now planning to buy a TABLET instead.... with a WIFI router for my cable internet connection.

rs 1000 will go for the Wifi router..

budget for tab : 8000 rs. for a 8" to 10" tab (3G sim not required)

looking for a tab with gud service Center in mumbai.. may be micromax ...

pls suggest a TAB.
