You can get it for <12k if you dont want the speakers too. Alternate mobo is Asus M4A78LT-M LE ~ 2.65k.
You can also get a cheaper cabby if you cant spend more but dont cheap out on the PSU. Get the FSP SAGAII. Its pretty good for entry level systems.
 
Yup AthlonII X3 440 or 445 costs only ~3.4k. So once you cut down the speakers and go for a cheaper cabinet you can get it within the 12k budget.
