HI guys

 i required help to buy best component in PC budget


budget:18k max

componet i have: 2gb ram ,
500gb HDD,
cabinet with smps (zebronic),
optical drive

components required: cpu
motherborad
monitor

components in my mind: intel i3 or i5,amd quad cpu
any mobo with USB 3.0(single),sata 3(2 sata),HDMI(if possible in budget)
acer monitor 20"

upgrade : NO

USES:normal usage( NO gaming & video decoding or encoding)

If you have just generic upgrade then what is the reason for the upgrade? What is your current existing configuration?
Is your 2GB RAM DDR2 or DDR3?

intel core2duo(fail)
unknow mobo(fail)
2gb ddr3 1333mhz
500gb HDD
zebronic cabinet +SMPS

because of fail of cpu.its old mobo come with IDE ports.so he want upgrade

Benq G2420HD ~ 9.95k
FSP SAGAII 400w ~ 1.9k or Corsair CX430V2 - 2.4k[It'd be good if you get a quality PSU instead of Cheap one]
Budget ~ 20k
Optional : Existing Cabinet or Nzxt Gamma - 2.4k OR CM 310-1.9k or NZXT Elite 210 ~ 2.4k

For your kind of usage its better to invest the money on the monitor rather than the processor since the processor doesnt make much of a difference. Go for the 24" monitor.
If on a tight budget then the Dell ST2220L~ 8.5k
 
Is 500GB HDD IDE OR SATA?,Also you can use your existing 2GB DDR3 with the new config,Which brand is it?

I would advise against the keyboard PC and also a used i5. The i5 will be wasted for your friends needs and the keyboard one is underpowered and no expansion possibilities.

He can also cut back on the RAM and go with the existing 2GB RAM. Also the Dell IN2020M ~ 5.8k suggested by Jakob will also do nicely if your friend is keen on cutting back expenses. But dont skimp on the PSU and upgrade that to a good one so that this setup lasts longer than the older one.

Cheap PSU gives unclean power and it might reduce the life of other components.

Check offline. You will get slightly cheaper prices than online for most of the stuff.
