You can get the 1050Ti and install in existing system. Building a whole PC in that budget is not possible

This is the best I could think of which will feel like a decent upgrade:

You can't keep the RAM because it's DDR3 and all newer motherboards will only accept DDR4.

This will cost a total of 20k and will feel reasonably fast.

You can sell your existing RAM to cover some of the cost. Or look at the TE market for good deals, if you can find any.
 
The Athlon is not a good deal. You should either save up or go for a 1050TI or similar GPU for now cuz right now you're limited by the iGPU.
The other option which I would lean towards is to buy used stuff from here or any other place.

Ryzen 2nd gen CPU and Mobo combos can be had for under 15000. Same for Intel i3/i5 CPUs 10th gen and below but that again leaves you without GPU.

Instead of the 3000G, buy R3 1200 which is offered by @Prosenjit in dealers paradise thread here and buy basic GPU for now or go with 1050Ti as others mentioned. R3 1200 will be more suitable than 3000G.
 
Instead of buying whole new system you can just upgrade your i3 3220 to an i5 3470 or 3570. This way you can save motherboard and ram cost and invest that on 1050ti and if you've not upgraded to ssd till now, put it on highest priority.
