Less than 10K Phone buying advice

Hi all,

I need to buy a phone with the following features. I prefer NOKIA preferably without touchscreen -

1. Internet support
2. Must run watsapp
3. Call blocking facility
4. Call record
5. Open pdf files

Which paltform is better Windows or Android?Please differentiate between them in terms of compatibility, usage ease, etc
