Other Phone options US - On contract or unlocked

Hello,

My brother would be flying to CA, USA next month. I would like to know what is reliable and VFM option from mobile service providers there ?
Option 1: Getting a phone with contract
Option 2: carrying unlocked phone from here and just putting a SIM there ?

Currently he is using Lumia 720 but may look around to get another device if going with option 2. OTOH with option 1 anyhow one need to get another phone.

Main use will be of data on phone for voice calls to home here using viber/skype, including day to day usage for a smartphone for a general user.

Contract is always expensive. He can take his 720. If main use is data, then T-Mobile has a great plan. $30 per month, pre-paid. 100 minutes talk time (in the US both incoming and outgoing are counted against talk time), unlimited text and unlimited data (throttled after 5gb).

The Indian 720 might not have the AWS bands for T-Mobile. He might be lucky if the region he is in might have been refarmed by T-Mobile.
