This is the only tablet with a pen in your budget, actually exceeds your budget by 998 rupees. Haven't used it personally but would ideally recommend devices with the latest OS only. This runs Android 13 and Lenovo is sketchy with updates, I think. Other options (without a pen) could be the Redmi Pad SE or a very bare bones Lenovo M9 tab. If you go for mobiles, perhaps increasing your budget by 2K and looking at Vivo T4x and Realme P3 (the latest heartthrobs under 15K) could help you decide. Or else, simply call it a day with a Motorola G45 under 10K. (p.s. Motorola is also patchy with updates though like M**iji, promises have been made for updates.)
Edit: forgot the Samsung Galaxy Tab A9 (4GB variant). Fits your budget perfectly. check it out.
I believe there is a google family link for Android which works in a similar manner.
