photo print advice

hi guys.need help.I need to print passport size and stamp size photos of 2 different people, black and white, and colour.on one a4 sheet.I think photo labs use corel draw for a similar purpose.I tried the windows print software, it doesn't have the options I want

.is there a freeware or open source software for my requirements?

Even I want to know the exact size to crop it to a passport size photo. I am exploring option where in I can get it printed from zoomin or similar portals at a price cheaper then what our regular photo studio outlet charges. any body aware of the calculations ?
