Pic Editing Apps

Guys suggest me some best pic edition softwares with hundreds of predefined effects (like portrait , sketch etc etc) or something which can be accessed over internet.....(i mean some site which offer all this)
 
Guys do u know of any pic editor which can maximize a low resolution pic. to a very high resolution pic..
Which can give a great deal of detail to an otherwise blurry image....
I any of u guys know about this then please let me know......

not possible. you can enlarge it, but how on earth can the details appear in high resolution when there is not much detail available in a low res pic. you can enlarge it a bit, but after some point, it will appear blurry no matter what image processing you do.

I was Thihnking how Cbi or FBI do those superb photo editing, And zooming with to a great extend on a very poor cctv cameras..

sorry to break the bubble but this is not possible in real life.
