Please recommend Budget PC for 15K

My friend is looking for a desktop PC. He uses internet 24/7. He watches movies.

He does not play games or do any graphics stuff. He does not even use Office. All he does is use internet 24/7 to download through p2p and watch movies.

He will need Wi-Fi support. I am assuming all PCs today have inbuilt wifi support.

I browsed the threads in the forum and I came to the conclusion that I should buy assembled PC from SMC international in Nehru Place, New Delhi.

Can anyone give me the address of this shop. Is this the best place to buy an assembled PC from? If there is another shop(s), kindly provide the address.

Desktop - not sure. I just want normal usage. nothing fancy.

Can you suggest which version of Windows OS will work well on this config?

I am assuming XP SP3 because of the single core and 1 GB RAM.

Also, if my friend is willing to spend an extra 1-2K more, what should he get? A better monitor or something else? Please consider providing the price(extra cost) of that alternative.
 
If I go from Sempron to a different processor like Athlon that has been suggested above, will I have to get different config of RAM and Motherboard?:huh:

Get a better monitor. The 15-16" are not worth it unless u r on a shoe string budget.

You can either go for dual core or 2GB of RAM with a 17k~ budget. You can comfortably run Win7 with 1GB RAM. Windows 7 Home Premium takes around 400MB of RAM. So no worries.

My order of better choice components in your budget would be,
Monitor> Proccy > RAM(add later if needed according to the needs).

Also i would recommend a decent PSU like the FSP SAGAII 350w~1.5 as the PC is gonna do 24*7 duty.

I will suggest both the configs to my friend and let him decide which one he wants... :)
