Budget 21-30k Please suggest a budget Skylake configuration

Hi,
please suggest a budget Skylake configuration. No gaming, no OC.
I only need CPU + motherboard + RAM + SSD ... Total budget : 25k
Since I’d be retaining my old Xonar DX, the mobo should have a PCI slot. How's this one ?

Also, I have a seal packed Seagate 4TB internal drive (without warranty) lying unused. I received this from RMA. If possible please give me an idea how much can it fetch in TE market.

Can you clarify what you mean. I didn't fully understand your statement.
I can see MSI and H110 boards @5K

I meant OP should wait for H110/B150 chipset motherboards as they will be priced lesser than what H170 is priced. I was hoping for price range of 5-6K for H110 and 7k onwards for B150 based baords, initially. After your post, I could find H110 motherboard from MSI at theitdepot.com and B150 chipset from Asus on Primeabgb.com. They are priced nice too.
