Please suggest a suitable phone

I am confused on buying a new cell phone with touchscreen interface, basically I require most of the features from 5800XM + Android 2.1 and my budget is Rs.15,000 and given below are some feature requirements.
OS Android 2.1
Interface: Touch screen

Features
Network: GSM and 3G, Wifi, Bluetooth 2.0, GPRS

Multimedia and Playback:
Camera 3.2 MP and above
Flash: Yes
FM Radio
MP3
WMV
MP4 / H26?
AVI (if possible)

Android 2.1? You're going to have to flash a custom ROM to get that.

Your options are Sammy Galaxy (no radio, no flash, cap screen) or HTC Tattoo (no 3G, no flash, res screen)

Except for my Moto Milestone, I can't think of a single Android phone currently available that has a built-in flash.
