Monitors Pls suggest a new or old LED Full HD monitor

am looking for a Full HD LED monitor to give as a gift to my brother
i was goin thru AOC 18.5 razor and dell st220 models
any other advice other than this
price range should not cross 10k
 
Perhaps a Benq 2420HD ? It's not LED, but it's a pretty good LCD and definitely VFM in my book. 24" of FullHD at about 11.x thou.
