The above rules are there to kill the fun. Please go through them again and point out any loopholes which you feel your suggestion can plug

We need to think about a rule for that purpose itself. If and only if a rule is made to ensure genuine buyers and sellers making the most out of market, most of our worries will be over regarding Market.

Narrowing down to the root cause will help not only the Seller, but also the Buyer.

Anish how can you put a rule to ensure genuine buyer. If I say I am a genuine buyer then what flowchart will you run me through to prove myself. I may be interested in the deal today and maybe not tomorrow for various genuine reasons.

How about a pic of the buyer holding the cash. And a pic of his parents holding the sign "I support his purchase"

True to what you said, but then what about people who just post unwanted stuff all the time, they are not even by far related to the topic.

Unknowingly or knowingly they tramp some one's sale. for eg; akarsh

Lucky enough Baniks sale was successful when Naga confirmed, but imagine if the deal was in its early stage and that guy would have posted the poop.

For quite sometime now, i have seen (and heard from) some genuine and new members visiting TE lesser and lesser coz they feel the place is more about buying/selling now than any real technical discussions or help.
Most of the new posts contain really lame suggestions at times.

Just run a glance thru the Tech sections- it's all about buying new pc for 15K/20K/25K/30K/... , gpu, psu, ...
Most of the new members since early 2007 just lurk around for prices in tech sections and deals in Market section.

But i am thankful that the Tech Gods had some mercy and at least gave us few but really wise and genuine new members during that influx of wannabe techies.

As for the rules...
..how about giving time infractions to those who spam in market. Like they can't post in market threads for a certain period of time?....Meanwhile the genuine buyer-seller can make thru the deal.
