Possible to print a custom message on a *cotton* t shirt ?

If the message can fit in a A4 size sheet and the quantities is not high then any photo / color lab nearby can print it for you. Else you will have to search online for your area. Its general now a days and you will surely find few nearby.
 
sublimation only works on polyester, so what you need is a t shirt transfer. but it will get damaged as you keep washing it.
 
There are many places which offer this service. We got around 80 shirts for our team in a college fest and it cost 99rs for polyster and 130rs for cotton one. But the print on cotton one faded after few washes
