Storage Solutions Possible to replace the controller board on a HDD>

Someone I know has (had?) a Seagate hdd that won't show up even in the bios. if he gets another drive, same model, can he swap the controllers ?
he suspects the board is gone, lots of voltage fluctuations where he lives.
he is desperate to recover the data.
someone quoted rs5500 to 'try' and recover the data on the drive.
