You can easily run powerbi on i3 11th gen
Minimum Requirements:
  • Operating System: Windows 10 or Windows Server 2016 or later.
  • Memory (RAM): At least 2 GB available, 4 GB or more recommended.
    • Processor: 1 gigahertz (GHz) 64-bit (x64) processor or better.
    • Display: At least 1440x900 or 1600x900 (16:9) resolution.
    • Browser: Microsoft Edge browser is required.
    • .NET: .NET 4.7.2 or later.
    • WebView2: Ensure WebView2 is installed, as it's essential for Power BI Desktop.

Power BI itself will run no problem, but for learning you may need datasets, and those can take up all the ram you have. Larger datasets need 16GB RAM and an i5 12th gen at least but for smaller dataset it should be fine.

I used to create BI dashboards for hospital use and rendering would utilize GPU as well. So it can get a lot more demanding based on how you use it.
